A new firmware T989UVLI4 is now available for Tmo SGS2. International Galaxy S2 I9100 started receiving official Android 4.1.2 update yesterday. This one is not the T-Mobile Galaxy S2 Jelly Bean update but a minor update with bug fixes. You can now download and install the stock firmware using Odin. The T989 UVLI4 update is dated January 15th and it is now rolling out via OTA and can also be installed using Samsung Kies. If you are unable to install the update using Kies, you can install it manually by downloading the firmware package and flashing it using Odin.
How to Install Galaxy S2 T989 UVLI4 Official Update

Steps are mentioned briefly here:
Step 1: Download T989 UVLI4 Firmware: T989UVLI4_T989TMBLI4_TMB.zip.
Step 2: Once downloaded, extract the firmware zip file. You will get a .tat.md5 file.
Step 3: Now download Odin3_v3.04.zip, extract it and launch the exe file to start Odin.
Step 4: Put your device in download mode and connect it to computer.
Odin will now detect your device. If it does not, make sure you have your device USB drivers installed.
Step 5: In Odin, click on PDA button then browse and select the firmware .tar.md5 file.
Step 6: Now click on “Start” button in Odin.
It will take some time for the process to complete. Once done, you phone will reboot. Enjoy!
